Eye tracking model to operate user interface?

The development path of this recognition models kinda in deadend. Why no one managed to make eye-tracking model, esp considering face camera in EVERY smartphone on planet Earth, to operate GUI without hands? Software method. There was a special hardware long time ago from Tobii but it costs almost 300 bucks.
